Housing repairs and landlord harassment in New York City

Do you have bad conditions in your apartment?

Have you tried to get your landlord to make repairs and nothing has happened?

Are you being harassed by your landlord?

Follow these steps.  You have a right to live with good conditions and free from harassment.

Step 1 of 4

Call 311

311 helps connect you to city services. If you call 311 about a housing problem or harassment, 311 will send your complaint to the Department of Housing Preservation and Development (HPD).

HPD enforces housing laws to keep housing in New York City safe.

Step 2 of 4

Get evidence

You should create a record of the bad conditions or lack of services like heat, hot water or gas in your home. You may be asked for this information if you meet with an attorney or go to court.

There are many ways you can do this. You can take pictures. You can keep a log of when you have no heat, hot water or cooking gas.

There are some housing problems you may not be able to take a picture of. Below is a form you may use to record heat and hot water information.

Step 3 of 4

Ask in writing

You can also send a letter to your landlord requesting repairs. Include a list of all the repairs needed and a reasonable date that you’d like the repairs completed by.

You may want to send this letter return receipt so that you have proof that your landlord received your letter.

Keep a copy and add this letter to your evidence.

Step 4 of 4

Start an HP action in housing court to get repairs

If all else fails, you can sue your landlord in housing court to force them to make the repairs and to stop harassment.

This is a special kind of case called an HP case or, more commonly, an HP Action.
