If you applied for Access-A-Ride (AAR) services and the New York City Transit Authority (NYCTA) decided that you are not eligible or only "conditionally" eligible, you have the right to appeal that decision.
How to appeal an AAR decision
You have 60 days from the date on your NYCTA decision letter to request an appeal.
- To start the appeal process, you must complete the “Access-A-Ride Eligibility Appeal Form." The form comes with your NYCTA decision letter. You can also find the form online at mta.info/document/79001.
On the form, fill in your personal information and choose whether you would like to appeal in writing, by Zoom, by telephone, or in person.

A few things to keep in mind:
If you want to appeal in writing, you must include with the form a written letter explaining why you disagree with the NYCTA's decision. You should also include any supporting evidence or documents. This is very important because the new decision will be based only on these written materials you submit with your appeal form.
If you choose to appeal via Zoom, you will get a letter with the date and time of your scheduled hearing. You will get an email with the link to join the Zoom hearing 24-48 hours before the meeting.
If you ask to appeal in person or by telephone, you will receive a letter noting the date and time of the scheduled hearing. In-person appeal hearings take place at 33-00 Northern Boulevard, 8th floor, Long Island City, NY 11101.
For appeals via Zoom, in person or by telephone: You can be represented by an attorney or other representative if you want. If you do not go to the hearing, a decision will be made without you. You can give extra supporting evidence or documents during your zoom, in person or telephone hearing. All relevant materials will be considered by the NYCTA when they make a decision.
